Bethany Menzies, Business Development Senior Manager, Deloitte Services LP | Seattle, Washington
With more than 20 years of experience in local and national business development and executive leadership roles, Bethany leads business development for Deloitte in the Northwest and manages key client relationships.
Having worked in both professional services and information software environments, from mature to start-up phase, her experiences are drawn from a number of industries including technology, media, telecommunications, financial services (investment management, banking, insurance), and health care/life sciences.
Prior to moving to the Northwest and recruitment by Deloitte in 2006, Bethany led business development for Gartner Executive Programs on the east coast based in New York City, and built and led sales teams for two venture backed start-up companies. Prior to her start-up experience and until 2000, she served as vice president of sales for a legal and regulatory division of Thomson Reuters, responsible for revenues of $140m.
Bethany earned a Bachelor of Science degree in Business Administration from The Pennsylvania State University, majoring in Marketing followed by Executive Leadership Development studies at Columbia University in New York City.
Scott Hastings, Partner, Deep Water Consulting, Washington, DC
Scott Hastings is a partner in Deepwater Point, LLC, a consulting company that assists technology solutions providers who want to do business with government agencies. His particular portfolio as a subject matter expert includes border management, homeland security, and law enforcement support technology applications, leveraging his government experience.
In late 2006, Mr. Hastings concluded a 23 year career in the federal government as a member of the Senior Executive Service, having held various positions in two Departments during that time. Most of his career was spent in the Department of Justice in the Immigration and Naturalization Service (INS). He was a senior official in the Office of Management, and ultimately was appointed the first Chief Information Officer of the Service.
The INS mission encompassed the full life-cycle of border management activities including the granting of benefits, the inspections services at ports of entry, interior enforcement and intelligence, and finally, the border patrol activities between legal ports of entry.
The technology implementations required to support these mission areas formed diverse portfolios that included tactical communications, remote sensors and video, GIS/GPS implementations, credentialing and secure documentation, RF technology, biometrics, and interoperability between agencies. INS worked closely with the Department of State, the Intelligence community, and foreign governments to address common immigration related problems.
With the creation of the Department of Homeland Security in 2003, Mr. Hastings became one of the founding Chief Information Officers for the Department, as the CIO for Immigration and Customs Enforcement. He was instrumental in standing up the new departmental infrastructure, assisting with the successful transition over 20 agencies to a newly consolidated Department. In this same year, he was asked to join a newly created program named US-VISIT. This organization was created by then Secretary Ridge to implement a congressional mandate to create and deploy technology that would unify the Department of State’s visa issuance process with the Customs and Border Protections inspections process at ports of entry. A key aspect of this effort was to incorporate biometrics to mitigate the high instance of document fraud in the immigration life cycle.
The program was successfully implemented and remains a key DHS asset. It provided a model for international collaboration as other countries re-evaluated historic negative positions on the use of biometrics to manage international travel. Today, similar programs are being implemented in Europe, Asia, the Middle East, and the Americas.
Mr. Hastings is a long-time participant in many Industry/Government professional associations, and understands the technology community from both the private and public sector perspectives.
Martin Cummings, Vice President of Strategic Market Development, Daon, Inc., Reston, VA
Marty Cummings has more than 26 years experience in developing and implementing government IT solutions at companies such as Integic, AT&T, GRC International, and TRW. At Daon, Marty manages key partner relationships and leads the company’s business development efforts.
He has served on the Board of Directors for the Information Technology Association of America, the Board of Trustees for the Fairfax County Education Foundation and the Board of Directors for the Nuclear Information and Records Management Association, including one term as Vice President. After graduating from the University of Southern Mississippi with a Bachelors Degree in Political Science, Marty served as an officer in the U. S. Marine Corps for more than six years and was recalled to active duty in support of Operation Desert Storm. Over the course of his career in the federal IT market, he has held numerous management and executive leadership positions.

Melinda Pettit brings over 24 years of financial and business experience ranging from small, privately and public owned businesses to large corporations. Melinda furtherd her education and skills at Strayer University.
Melinda has been in an advisory capacity with SLC since 1991 and is involved in all financial aspects. Melinda acts as the Chief Financial Officer and in addition, Melinda serves as the Secretary for the SLC Board of Directors. Melinda is instrumental in regular discussions with the President/CEO regarding SLC in both financial and administrative matters that are pertinent to SLC's current and future position.
